Rail Safety Division


  • Overview

    What does the Rail Safety Division do? The Rail Safety Division (RSD) conducts tasks such as tests for approval of the rail safety system, review of comprehensive pilot rail operation, qualification management of rail industry workers, dissemination of rail safety knowledge, comprehensive management of rail safety information, safety diagnosis of rail facilities, and safety and convenience evaluation of rail stations.

  • Background

    In order to eliminate social concerns over rail safety issues, the Railroad Safety Act was partially amended as of December 18, 2012 such that the safety management system governing the rail operator and rail facilities manager was overhauled into a preemptive, regular management system from a posteriori and limited system, and comprehensive pilot rail track operation was partially revised to remedy the current operational imperfections. This amendment also gave rise to the withdrawal of the previous comprehensive rail safety review system, and TS was additionally commissioned for tasks such as tests for approval of the rail safety system, preparation of draft for research, development, establishment, and revision of technical standards, regular and random inspection on the safety management system, review of comprehensive pilot rail operation, evaluation of results of rail facilities safety diagnosis, and safety and convenience evaluation of rail stations.

      • Comprehensively managing rail safety information for the effective implementation of rail safety policies and providing the information to parties such as rail operators to prevent rail accidents and contribute to the establishment of effective rail safety policies
    • Establishment of railroad car history management information system
      • Controlling the entire lifecycle of a railroad car from its manufacture and operation to decommissioning to ensure the safety of rail operation and convenience of rail users
    • Dissemination of rail safety knowledge
      • Promoting the awareness of citizens and rail workers with regard to rail safety so that they will be more safety-conscious, at the same time developing and disseminating rail safety materials including overseas rail accident cases to prevent rail accidents
    • Qualification test management for rail industry workers
      • Categorizing railroad cars for the tiered licensing system while operating the rail control qualification system to train selectively rail engineers and rail controllers with excellent qualities in order to prevent accidents resulting from human errors
    • Safety diagnosis of rail facilities
      • Eliminating risk factors that may arise in the process of accessing rail services, operating rail facilities, and linking with other transport modes from the perspective of rail users while ensuring the convenience of the users
